Public Safety Agency Privacy Officer I/II

The Agency Privacy Officer II is a mid-level role within a state agency's privacy program and is tasked with supporting privacy initiatives and ensuring compliance with applicable privacy and records management laws and requirements,such as the Government Records Access and Management Act (GRAMA) and Government Data Privacy Act (GDPA) including any applicable agency specific privacy law. An Agency Privacy Officer II will work with the many organizational components of a state agency such as audit,compliance,IT,legal,operations,records management,services,and others,to effectively fulfill their own duties and to assist others in fulfilling duties that may be ancillary to privacy. Will perform a variety of tasks in the state agency's records lifecycle of personal data that are privacy-related and collaborate with other team members and stakeholders to ensure personal data is appropriately protected. A Privacy Officer II performs complex privacy tasks and demonstrates a higher level of expertise in privacy regulations and practices. May write,develop and implement policies and procedures. Principal Duties

  • Develop and implement privacy policies,procedures,and guidelines to ensure compliance with state and federal regulations.
  • Conduct privacy impact assessments,audits,and gap analysis to identify potential risks and vulnerabilities to develop mitigation plans.
  • Create or update records series descriptions,proposed retention schedules,record series annotations and ensure compliance with record retention and disposition requirements.
  • Serve as a primary point of contact for privacy-related inquiries,requests,breaches and incidents,ensuring timely and appropriate responses.
  • Serve as a subject matter expert on privacy matters,providing guidance and support to Agency Privacy Officers and other team members.
  • Coordinate and lead privacy training sessions for employees at various levels to promote awareness and understanding of privacy protocols.
  • Collaborate with cross-functional teams,including IT,legal,and compliance,to address privacy-related issues and implement solutions.
  • Oversee the development and implementation of data privacy impact assessments (DPIAs) and ensure their integration into relevant processes.
  • Draft and review privacy-related documentation,including notices,consent forms,agreements,and policies to ensure accuracy and compliance.
  • Contribute to the continuous improvement of privacy programs and processes through feedback and innovation.
  • Coordinate with the Cyber Center,the Office of the Attorney General and Enterprise Security to ensure timely and accurate reporting of data breaches as required by law.
  • Prepare and provide data breach notices to affected individuals or their legal guardians,ensuring compliance with notification requirements.
  • Prepare and submit annual reports on data sharing or selling activities to the chief privacy officer,as applicable.
  • Ensure accurate and timely reporting of personal data sharing details,including types of data shared,basis for sharing,and recipients to the Chief Privacy Officer.
  • Create and maintain notices of purposes of use.
  • Process personal data amendment and correction requests.

Preference may be given to candidates who have the following:

  • Basic understanding of privacy principles and regulations,including familiarity with Utah's Government Records Access and Management Act (GRAMA).
  • Active holder (or ability to complete requirements) of Utah Records Manageme nt training and certification(s).
  • Strong organizational skills and attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to work collaboratively in a team environment.
  • Profi iency in Google Workspace,Microsoft Office Suite,and other relevant software applications.
  • Ability to prioritize tasks and manage time effectively.
  • Willingness to learn and adapt to new technologies and processes

  • The position may be filled as an Agency Privacy Officer I ($24.59 to $42.30) or as an Agency Privacy Officer II ($29.75 to $47.17),depending on the candidates level of experience and expertise.
